SUMMARY

The NATO Representation to Ukraine (NRU) facilitates political and military dialogue and co-operation between the Alliance and Ukraine, and coordinates NATO’s practical support to Ukraine.

The NRU is a principal stakeholder in coordinating NATO’s Comprehensive Assistance Package (CAP), which provides a consolidated platform for NATO’s practical support to Ukraine.  The CAP enables Ukraine to become more resilient, to better provide for its own security, and to carry out essential reforms, in particular in the security and defence sector.

A key role of the NRU is to provide advisory assistance to Ukraine’s security and defence sector regarding the implementation of Ukraine’s adapted Annual National Programme (aANP).  This document, renewed yearly, outlines a range of institutional reforms aimed at preparing Ukraine’s integration into the Alliance.

The Facilities and Assets Assistant provides maintenance and caretaker services, ensuring basic maintenance for heating, water, and electricity services, as well as maintaining storage facilities and office supply stocks in the NRU. He/she supports the NRU Finance & Administration and Security Sections, reporting to the Head of Finance & Administration through the Team Lead Procurement & Services.

 

1.     QUALIFICATIONS AND EXPERIENCE

a.     ESSENTIAL

The incumbent must:

  • be a citizen of Ukraine or have permanent residence in the country;
  • have a drivers licence valid in Ukraine;
  • have a good general education;
  • have a minimum of five years of directly relevant work experience;
  • have experience in building maintenance;
  • have flexibility to work outside office hours;
  • languages: English, level I (Basic); Ukrainian, level VI (Proficient);
  • have no criminal record and pass security clearance.

 

b.     DESIRABLE

The following would be considered an advantage:

  • basic training as an electrician;
  • basic first aid training;
  • additional driving licence categories allowing to drive a minibus;
  • knowledge of basic vehicle maintenance;
  • experience working in a military environment.

 

2.     MAIN ACCOUNTABILITIES

  • Provide maintenance services for the NRU facilities; ensure basic maintenance for heating, water, and electricity services, including the NRU’s generators; detect malfunction and perform simple repairs as necessary and possible; liaise with professional repair services, ensure their access to the facilities and ensure repair is done in a timely and efficient manner;
  • Maintain NRU storage facilities; assist with inventorying NRU property, overview stocks of office supplies, notify, initiate replenishment, and replenish as necessary;
  • Provide delivery services; facilitate deliveries to the NRU, load and unload vehicles, pick up office supplies and deliver and collect packages, publications, correspondence, government documents such as visas, and other materials; maintain vehicle records and logbooks on keys/access cards, visitors, trips, and other records;
  • Assist in the maintenance of vehicles, garages and related work areas, inside and out; perform regular vehicle maintenance such as regulating tire pressure and adding gasoline, oil, and water prior to departure; perform driver-level maintenance including oil changes, changing tires, completing minor repairs, reporting vehicle issues, and maintaining records of fuel consumption and other related charges;
  • Liaise with representatives of Ukrainian authorities as necessary and as requested;
  • Support or stand in for members of the Administrative and Security Teams up to the same grade as necessary;
  • Perform other duties as required.

The Facilities and Assets Assistant works under the overall leadership of the Head of the NATO Representation to Ukraine, reporting to the Head of Finance & Administration through the Team Lead Procurement & Services.

5.     EMPLOYMENT CONDITIONS

The basic salary for  this post is Euro 1873.29 EUR per month (subject to local taxation). Furthermore, the successful candidate will, receive social benefits (health care, including health and accident insurance).  Where applicable, NATO may request Ukrainian authorities for staff members’ exemption from military mobilisation.

NATO  may offer a three-year contract to the successful candidate, with the possibility of  renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract. This possibility is based on the needs of NATO and on the performance of the incumbent.

The nature of this position may require the staff member to travel for work and/or to work outside normal office hours.

NATO may put specific security and safety procedures in place, based on the security situation in Kyiv, Ukraine.  Security arrangements apply to all staff and all staff are required to follow instructions by the NRU Security Team, when on NRU premises or during duty travel.

The NATO Representation to Ukraine is a non-smoking environment.
