Background

USAID Agriculture Growing Rural Opportunities in Ukraine (AGRO) Activity is a seven-year cooperative agreement between the United States Agency for International Development (USAID) and Chemonics International, Inc. It began on November 15, 2019.

The AGRO Activity is to accelerate the economic development of rural Ukrainian communities with the greatest need through a better governed agricultural sector that encourages more productive, modern, and profitable micro, small, and medium agricultural enterprises (MSMEs) that are successfully integrated into competitive markets both in Ukraine and internationally.

The Activity objectives are aligned with the three elements of the market systems conceptual framework: the core value chain, supporting functions, and rules and regulations.

To effectively address the food crisis that emerges in Ukraine and internationally, AGRO works for the restoration of the agricultural sector, in particular its modernization, efficiency improvement, and diversification, which contributes to the long-term economic recovery of Ukraine and the improvement of global food security.

Within the USAID Agriculture Resilience Initiative (AGRI-Ukraine), AGRO will provide assistance enabling Ukraine to store roughly 1.5 million tons of grain as part of the USAID's broader efforts to maintain the rate of production and export of grain from Ukraine to other countries of the world.

AGRO operates on the basis of the market system conceptual approach (https://beamexchange.org).

In September 2022, the estimated cost of the Activity was extended to US$120,000,000, since August 2023, the budget has been increased to  to US$205,000,000,  and its implementation period was extended through November 13, 2026. AGRO employs over 77 long-term CCN employees. 

Position Description

Under the overall guidance and leadership from the Finance and Administration (F&A) Director or (a) person(s) designated by him, PHP Developer will support the adaptation of the project database for the management of project planning, operations, HR, procurement, and grant management functions (subawards and subcontracts). The PHP Developer will work closely with Chemonics IT System Developer (Iraq), Chemonics IT Senior Specialist (Ukraine, Kyiv), Chemonics IT Specialist/Software Engineer (Ukraine, Kyiv), Chemonics Operations Manager (Ukraine, Kyiv), Chemonics Grants (Strategic Investment Fund) Senior Advisor (Washington, DC, USA), and report to AGRO F&A Director or a person designated by him. 

Principal Duties and Obligations (Essential Functions):

  Areas of support include: 

  • Transform existing operational forms (travel authorization form, travel expense report form, petty cash expense report form, procurement processes – related forms, inventory management -related forms, etc.) created in MS Office to electronic workflow format including abilities to manually download / automatically send to determined storage the pdf-forms signed in the course of workflow. 
  • Development of electronic workflow forms, modules and management tools.
  • Perform data migration and design tools for data analysis and results tracking 
  • Develop task management tools in alignment with AGRO’s results and objectives.
  • Develop print templates by leveraging the built-in database template engine, ensuring efficient and accurate generation of formatted documents.
  • Support with the migration of data from Excel to the database ensuring data integrity and accuracy.

Illustrative deliverables: 

  • Operational forms created in MS Office transformed to electronic workflow format, with abilities to manually download / automatically send to determined storage the pdf-forms signed in the course of workflow.
  • Designed task assignment and management module
  • Designed project planning tools for various AGRO programs and projects per AGRO’s objectives and results framework, enabling collaboration between project teams, task assignment scheduling, and management of changes to program projects. 
  • Designed financial management module allowing for tracking forecast and disbursements by objectives, results, activities (portfolios, programs and projects). 

 

Terms of work, SOW Timing and Reporting Relations:

Both labor contract and short-term consultant (civil) contract options are available for the successful candidate. 

Conscription waiver will be available to the successful candidate in case of a long-term employment under a labor contract. 

The anticipated time to complete these deliverables is up to 220 days during an eleven-month period (for a short-term civil contract option, with a possibility to extend further with new tasks and deliverables). 

For the labor contract option: one-year fixed term employment agreement with possible extension each work year up to the end of the Activity implementation (November 13, 2026), subject to the inclusion of appropriate tasks in the successive Annual Work Plans of the Activity. 

Primary Work Location: Kyiv, Ukraine or remote.

Required Skills and Qualifications:

The candidate should be capable of performing all the key duties in the allocated areas of responsibility. The following competencies reflect the expertise, skills and/or capabilities required for proper performance of the key duties.

  • Experience with PHP, Laravel, C#, Docker and Git.
  • Experience with JavaScript (NodeJS, ReactJS).
  • Knowledge of RESTful APIs and web services.
  • Experience with SQL and NoSQL database engines.
  • Experience in designing and developing ERP and CRM management systems is a big advantage; best practices references are expected. 
  • Experience in building online forms and integrating Microsoft tools (M Project and/or Planer, Teams and other tools of Microsoft 365 as need be) .
  • Advanced knowledge of Excel formulas and data cleaning.
  • Knowledge of database and data analysis concepts.
  • Good knowledge of business intelligence platforms such as Metabase, and Power BI.
  • Experience in designing training materials and IT training delivery. 
  • Excellent writing skills and experience with creating design documents, specifications, and test plans.
