Big speech by Ukrainian President Petro Poroshenko in Washington, D.C.. The early assessment is that he performed well in front of Congress, which may blunt some of the criticism of him for cutting deals to delay a free-trade pact with the European Union and grant autonomy to Ukraine’s eastern regions where Russia has been waging and supporting a separatist war.
