If Ukraine argues for the need to send a peacekeeping mission to Donbas in connection with Russia’s aggression, this will mean a war between the two states, and peacekeepers do not participate in such cases, otherwise Kyiv will have to negotiate with the certain districts in Donetsk and Luhansk regions (ORDLO), recognizing them as a party to the internal conflict, Ukraine’s representative in the security subgroup of the Trilateral Contact Group Yevhen Marchuk has stated.
“As for the UN peacekeeping mission to Donbas. What should be taken into account. First, the invitation of foreign military units with weapons to the territory of Ukraine according to our legislation is possible only with the consent of the Verkhovna Rada … The level of the armament of this mission will be detailed in the mandate. Second, the country should in detail argue for the need of such a mission. In our case it will not be easy. If we indicate Russia’s aggression, this will mean a war between the two states. As a rule, peacekeepers do not participate in such cases. If we do not indicate Russia’s aggression, then it means we have an internal civil conflict and then peacekeepers can participate,” he wrote on his Facebook page.
In addition, according to him, the consent of the parties is necessary for the introduction of the UN peacekeeping mission to Donbas.
“For us ORDLO is not a party. For us the party is Russia as an aggressor country. Will Russia agree to be a party to the conflict, and even in the UN decision? I do not think so,” Marchuk said.
