Prime Minister of Ukraine Volodymyr Groysman considers discussion about the state structure of Ukraine timely and stands for amendments to the Constitution in the part of decentralization.
“We need, after all, to make a decision: we are still a parliamentary-presidential country or a presidential-parliamentary one. We need to determine – and this is important – the spheres of responsibility and competence of all levels of government. We should clearly indicate who is responsible for what. Then we will have quite different quality of public administration,” said Groysman during an hour of questions to the government on February 9.
In addition, the premier stated the need to complete the reform of decentralization in the country. “We need to make constitutional changes for this, consolidate local self-government at all levels,” Groysman said.
