Besides, the authorities are responsible for respecting and protecting the freedoms of speech, assembly and media, Fuele said.

“So far, too little has been done to this end: peaceful protesters continue to be detained, often injured, and sometimes [are taken] straight out of hospitals. Kidnappings and torture by unknown perpetrators continue to go unpunished,” he said.

In these terms the European Commissioner said the work of the Investigation Advisory Panel, as proposed by the Council of Europe, has to start immediately “s a step towards addressing the current atmosphere of impunity.”

“The de-escalation and stabilization of the situation is now the main priority,” Fuele said.

As reported, in late January Spilna Sprava (Common Cause) public movement activists seized the buildings of the Justice Ministry, the Agricultural Policy and Food Ministry and the Energy and Coal Industry Ministry in Kyiv. UDAR Party leader Vitali Klitschko entered the Justice Ministry building and tried to convince activists to release the building, but his request was ignored. The national resistance headquarters described the seizure of the Justice Ministry as provocation.
