Ukrainian Foreign Minister Andrii Sybiha said Moscow resorted to terror because it is losing on the battlefield.
His remarks came after Russia launched one of the largest coordinated barrages of the full-scale war, firing 73 missiles and 656 attack drones at Ukraine overnight, according to Ukraine’s Air Force.

Ukrainian air defenses intercepted or suppressed most of the incoming weapons, including 40 missiles and 602 unmanned aerial vehicles (UAVs).
“The only reason for Russia’s overnight horrific attack against Ukraine with drones and missiles that killed dozens, including children, and injured hundreds of civilians is that Putin is a war criminal and loser who has no cards except terror,” Sybiha wrote on X.
“Moscow is losing on the battlefield. No number of missiles can change this.”
“Act, not only condemn”
Sybiha urged Western allies to move beyond condemnation and take concrete steps to reduce Russia’s ability to continue its attacks.
“What we can change is Russia’s ability to continue terror. I urge partners to act, not only condemn,” he said.
He called for the unblocked European Peace Facility to be used to fund the PURL program, a NATO-led mechanism that allows European allies and Canada to purchase US-made weapons for Ukraine.
Sybiha said the funding should be directed toward additional Patriot air defense systems and interceptor missiles. He also urged partners to advance the anti-ballistic coalition and increase investment in Ukraine’s long-range capabilities.

Sanctions, frozen assets and EU talks
The foreign minister also called for stronger pressure on Russia through new sanctions, travel bans on Russian combatants, the full use of frozen Russian assets and deeper international isolation of Moscow.
He urged European leaders to take what he called “long overdue strategic steps,” including opening EU negotiation clusters for Ukraine.
Pressure as the basis for peace
Foreign minister said Moscow must understand that continued attacks will only increase the cost for the Russian regime.
“Terrorists in Moscow must realize that their brutal attacks won’t bring them anywhere,” he said. “That the price for their regime will only increase. That the only way out for Putin is to immediately end this war.”
“Peace efforts will only succeed when they are backed with real pressure on Moscow,” he concluded.
