BRUSSELS—Ukraine’s government must pass a tight 2015 budget and deliver upfront reforms in coming weeks to win a broad new package of international assistance, the new finance minister Natalie Jaresko said on Dec.15, but Kiev still hopes to receive the next installment of loans from the International Monetary Fund early next month.
