JSC Ukrzaliznytsia plans to complete the division into three operators, including freight, passenger and infrastructure, by the end of 2021.

This was announced by the director for strategic development and investment policy at Ukrzaliznytsia, Anton Sabolevsky, during the debate “State infrastructure monopolies: to leave or privatize.”

“Speaking on timelines: we consider this after two years. Until the end of 2021, we will single out individual legal entities in these areas. But the whole question is how efficiently we will be able to work with the state to resolve problematic issues on the way to this division,” he noted.

According to the expert, the company’s board supports the idea of its further development as a holding company, which, after the separation, will own the three above-mentioned companies (cargo transportation, passenger transportation, infrastructure), as it is implemented in Poland, France, and Germany.

As reported, Ukrainian President Volodymyr Zelensky in early September instructed the Cabinet of Ministers to prepare a plan of restructuring Ukrzaliznytsia by the end of 2019. Prime Minister Oleksiy Honcharuk and Minister of Infrastructure Vladyslav Krykliy were appointed responsible for the preparation of the plan.

The Cabinet of Ministers intends to conduct an IPO for Ukrzaliznytsia in the next five years.
