President Volodymyr Zelensky has signed a decree formally excluding Moscow’s Red Square from Ukraine’s list of military targets during Russia’s Victory Day parade on Saturday, according to an official document.
The decree, published on Friday, authorizes the parade to take place in the Russian capital and designates a specific geographic area around Red Square as off‑limits for Ukrainian weapons during the event.

The temporary restriction applies during the parade timeframe, beginning at 10 a.m. Kyiv time, and outlines exact coordinates covering the Red Square area.
Prior to this, several Russian regions canceled parade celebrations due to possible Ukrainian threats and security challenges.
The decree comes amid broader diplomatic efforts, including an agreement to carry out a large‑scale prisoner exchange and implement a temporary ceasefire surrounding the Victory Day period.
Ukrainian officials have repeatedly said that humanitarian considerations – particularly the return of prisoners of war – remain a priority in shaping military and diplomatic decisions.
Ukraine has emphasized that its actions continue to follow a principle of reciprocity in dealing with Russia.
The order enters into force immediately upon signing.
