Local budgets must receive funds for properly responding to emergencies, Ukrainian Prime Minister Arseniy Yatsenyuk has said. 

“I personally address the regional governors: a special regime has been declared in the country after mobilization. We’ve increased the level of advanced readiness for emergencies and that means that local budgets should be obligatory provided with the means to liquidate emergencies, for mobilization, for providing with medicines and food,” the premier said during a government sitting on Jan. 26.

Moreover, he said that the country must have the funds to instruct citizens on how to act in case of an emergency, and that civil protection exercises must be held.

Yatsenyuk also ordered the Energy and Coal Industry Ministry to provide Donetsk and Luhansk regions with necessary fuels and lubricants.
