A prospective coalition agreement may declare adjustments of the Ukrainian constitution, which will lay down a legal basis for the reform of local self-government and territorial structure of the authorities.

The provision is included in the draft document posted on the Petro Poroshenko Bloc website on Oct. 29.

“To form the government and local self-government systems, which will provide the effective protection of citizens and direct relations between the state budget and united communities,” the draft says.

“To divide powers [competences] between authorities of various levels on the basis of the subsidiary principle [powers are vested in the level closest to the community where they can be used in the most effective way], to broaden the powers of united communities [community powers: preschool education, general secondary education, keep of local self-government bodies, including the municipal police, and primary medical aid],” the document says.

A declaration in the draft coalition agreement of the budget autonomy and financial independence of local budgets, in which local budget processes will not depend on the approval of the state budget and a part of the revenue and income taxes will go to local budgets has also been proposed.

“To increase the share of revenue of local budgets, which are not included in inter-budget transfers of the aggregate budget, to 20 percent in 2015-2016,” the draft reads.
