The initiator of criminal proceedings as a part of which representatives of the Security Service of Ukraine (SBU) conducted searches in the administrative buildings of the State Railway Administration of Ukraine (Ukrzaliznytsia) and at homes of its top managers was the current top managers of the administration, according to a press release of Ukrzaliznytsia spread at a press conference in Kyiv on Oct. 21.

Ukrzaliznytsia said that the formal reason of conducting searches was the ruling of Shevchenkivsky District Court of Kyiv issued on the basis of petitions of investigators of the Prosecutor General’s Office and SBU.

The investigators explained their position by the fact that in 2013-2014 employees of state enterprise Main Information Computing Center and other divisions of Ukrzaliznytsia violated Ukrainian law in the state procurement area and signed over 25 agreements with Universal Information Technologies LLC on the fulfillment of works with the cost set too high worth over Hr 40 million without holding tenders.

The agreement between Main Information Computing Center and Universal Information Technologies was signed in 2012, and large financial irregularities were registered in that period.

“The current top managers of Ukrzaliznytsia have created a commission to check financial operation of the Main Information Computing Center, and under the initiative of Ukrzaliznytsia Head Borys Ostapiuk a request to check the facts of financial irregularities and the operation of the above-mentioned enterprises was sent to SBU and Prosecutor General’s Office,” the press service said.

Ukrzaliznytsia said that instead of looking for real criminals Prosecutor General’s Office and SBU are accusing the head of Ukrzaliznytsia, his deputies and open criminal proceedings, conduct searches at the administrative buildings and at their homes and publish untrue information.
