The Ukrainian parliament has refused to combine the positions of mayor and head of Kyiv city state administration.

A total of 162 MPs out of 251 registered at the session voted for the
bill No. 4638 on amendments to the law of Ukraine on the capital of
Ukraine, the Hero-City of Kyiv, regarding providing Kyiv’s mayor with
abilities to influence the development of the city.

The bill drafted by MP Lesia Orobets (Batkivschyna faction) and UDAR
party leader Vitali Klitschko suggested the amendments to the law of
Ukraine on the capital of Ukraine, Hero-City of Kyiv and introduced a
norm under which “Kyiv city state administration can be headed by the
person elected mayor of Kyiv, who is appointed head of Kyiv city state
administration by the president of Ukraine.”

Both Orobets and Klitschko have announced their intention to run for the position of Kyiv mayor.
