A coalition agreement stipulates that parliamentarians who voted for the Jan. 16 package of bills and members of the Opposition Bloc cannot join this coalition.

“The coalition of parliamentary factions in the 8th Verkhovna Rada of Ukraine is composed of parliamentary factions that concluded a coalition agreement. Other parliamentary factions can join the coalition if authorized by the coalition’s governing bodies,” says the coalition agreement available on the Samopomich party’s website.

The coalition’s rules of procedure stipulate that the faction of the Opposition Bloc party cannot join the coalition due to fundamental political disagreements.

“The coalition cannot include people’s deputies who, while serving as people’s deputies in the 7th Verkhovna Rada, took part in the disgraceful and criminal voting for a package of dictatorial bills at the Verkhovna Rada’s plenary session on Jan. 16, 2014, which was held in gross violation of the constitution and the Verkhovna Rada’s rules of procedure,” the document says.
