The Verkhovna Rada Committee on Corruption Prevention and Counteraction has declared the work of the Health Ministry as unsatisfactory and recommended that the prime minister should bring the first persons of the authority, namely the minister and his first deputy, to account.

The press service of the deputy head of the parliamentary committee
on public health, Oleh Musiy, told Interfax-Ukraine that the committee
made a number of comments regarding the work of the Health Ministry. In
particular, the Ministry of Health has not introduced a single
electronic register of patients, has not developed a single national
list of medicines, has not settled the issue of registration of
wholesale medicine prices which has impeded their purchase at the
expense of local budgets, delaying the adoption of amendments to Cabinet
resolution No. 240.

In addition, the committee members noted omissions in ensuring the
transparency of drug procurement for the funds of the national budget,
in particular, the absence of steps to implement new legislation on
procurement through international organizations.

According to Musiy, Health Ministry officials for the last four or
five months have been shirking public procurement under the new rules.

According to a press release, the Rada anti-corruption committee
supported the proposal of Musiy to appeal to the Prosecutor General’s
Office of Ukraine with respect to conducting an official investigation
into the signing of contracts with the delivery of drugs being deferred
for six months.
