You're reading: OSCE: Ukrainian forces, militants agreed on ceasefire on Nov. 16, but it was broken in ten minutes

Ukrainian anti-terrorist operation forces and militants fighting on the side of the self-proclaimed Donetsk People's Republic signed a ceasefire agreement on Nov. 16, which came into effect at 4 p.m. on the same day, according to a report released by the OSCE Special Monitoring Mission (OSCE SMM) to Ukraine.

According to the report posted on the OSCE website, the mission learned this from the Ukrainian and Russian members of the Joint Center for Control and Coordination (JCCC) in Mariupol.

At the same time, according to the Ukrainian head of the center in Mariupol, there were several immediately reported violations of the ceasefire, beginning at 4.10 p.m.

The Ukrainian JCCC officers in Debaltseve, Donetsk region, told the SMM that on Nov. 17 there had been 82 violations of the ceasefire, while the Russian officers stated that 74 violations within the same time period took place – twice as many as on the previous day.

“These reported ceasefire violations were not jointly confirmed and verified by both sides in the JCCC HQ,” reads the report.
