U.S. Assistant State Secretary Victoria Nuland has said that while implementing the Minsk agreements Ukraine needed to focus on ensuring security of the border with Russia.

A great deal of attention should be paid to paragraph 4 of the Minsk agreement, which deals with the security of the international border and the protection of Ukraine’s sovereignty, she said at a meeting with students in Kyiv on Oct. 7.

The diplomat said that the Russian-Ukrainian border was currently open and military hardware was crossing it freely.

There will be no peace, no economic and political independence, no unity and security in Donbas until the border is closed, Nuland said.

She noted that Ukraine’s government needed a specific plan for ensuring the security of the border, and the U.S. was ready to help Kyiv in this.
