Power to Luhansk was cut off precisely a month ago. The city has been deprived of electricity, tap water and communication services throughout this period, says a report posted on the Luhansk City Council website.

“New residential buildings and socially significant sites report damage daily amid the incessant firing at the regional center,” the report said.

The town of Schastia in Luhansk’s Zhovtnevy district was attacked last night, local residents said. People in Schastia woke up to see that residential buildings and other part sof the city’s infrastructure had been damaged.

“The hostilities and bombardment continue in the regional center. Eyewitnesses have reported damage done to residential buildings on Ochakivska and Lyneva Streets and in the Pivdenny and Hayeve neighbourhoods. Some residential buildings were affected in Yuvileine and a number of other districts,” the report said.

The mini-bus service was working in Luhansk in the morning and people went out to buy food.

The lack of tap water remains a serious problem for the city of Luhansk. There is a natural flow of tap water on the lower storeys of some houses.

There is still no supply of food, medicine or fuel to the city. People have run out of money and salaries, pensions and social allowances have not been paid for a long time, the city council said.
