The Ukrainian National Security and Defense Council (NSDC) says Kyiv has not signed any documents supplementing the publicized Minsk agreements.

“What has not been done cannot be rejected,” NSDC Information and Analytical Center Speaker Andriy Lysenko told Interfax-Ukraine, commenting on rumors about a secret document allegedly signed together with the Minsk agreements and Kyiv’s withdrawal from it in a later period.

“The edition [of the document] offered by the leaders of the so-called LPR and DPR [self-proclaimed Donetsk and Luhansk people’s republics] stipulates the transfer of territories of several populated localities and the Donetsk Airport,” Lysenko said.

“Clearly, the Ukrainian side could not accept that proposal. So, the document was not signed and an insistent request was made for the full implementation of the Minsk agreements, which did not mention the transfer of any territories. So, this statement by [DPR first deputy prime minister] Andriy Purhin is a brutal provocation aimed at disrupting the Minsk agreements and misleading the international community,” the NSDC Information Analysis Center speaker pointed out.

The Russian media alleged Ukrainian violations of a secret part of the agreement which was signed in Minsk in the early hours of Sept. 20 and not published.

The media said the unpublished appendix of the Minsk document set a deadline for holding local elections in eastern Ukraine and formalized some other agreements.

For instance, they concerned Kyiv’s intention to hold the local self-government election in Donbas on Dec. 7.

The self-proclaimed Donetsk People’s Republic (DPR) administration said on Wednesday, Oct. 29 they would not hold the elections on Dec. 7 but could do so in spring at best.

Elections for the leaders and parliaments of the self-proclaimed Donetsk and Luhansk people’s republics are scheduled for Nov. 2.

The DPR said on Wednesday, Oct. 29 it was preparing for war because of the Kyiv’s withdrawal from the allegedly signed agreement.

A source in the Ukrainian authorities also told Interfax that Kyiv did not sign any secret agreements at the Contact Group negotiations in Minsk.
