ZHYTOMYR - Leonid Kuchma, who represents Ukraine in the Trilateral Contact Group, who is Ukraine's second president, said the agreements reached in Minsk have to be fulfilled stage-by-stage by both sides.

“Ukraine clearly insists on the fulfillment the first three items first. Let’s fulfill state-by-stage: ceasefire, heavy weapons withdrawal, and, thirdly, verification that the weapons have been withdrawn to specific places,” he told reporters in Zhytomyr on June 25, responding to a question about the possibility of unilateral fulfillment of the Minsk agreements by Kyiv.

Kuchma reiterated that “the OSCE acts should give the whole world that yes, the Ukrainians and, so to speak, Donbas, have withdrawn weapons to the proper places.” “That has not been done,” he said.
