You're reading: Governmental committee discusses imposing sanctions against persons financing terrorism, separatism in Ukraine

The Interior Ministry of Ukraine held a first meeting of the governmental committee for imposing sanctions against persons supporting and financing terrorism in the country.

“Under the order of Prime Minister Arseniy Yatsenyuk, jointly with
Justice Minister Pavlo Petrenko we held a first meeting of the
governmental committee for imposing sanctions against persons supporting
and financing terrorism,” Interior Minister Arsen Avakov wrote on his
Facebook page.

He said that the imposing of sanctions against persons that sponsor
terrorism who inspired and organize a referendum on May 16 and persons
who helped to annex Crimea is one of the first issues of the agenda of
providing national security in Ukraine.

Avakov said that the types of sanctions proposed for consideration
towards Ukrainian and foreign citizens who sponsor terrorism and
separatism are the following: arrest and seizure of property and
pecuniary assets of individuals and companies-sponsors of terrorism when
the court rulings takes effect as a part of the criminal proceedings
under Articles 109, 110, 258 and 260 of the Criminal Code of Ukraine.
The Interior Ministry has drawn up a draft law on the expansion of the
said articles of the Criminal Code.

“Property will be arrested both in Ukraine and outside the country,” Avakov said.

The next issue is putting Ukrainian and foreign citizens who
committed crimes against Ukraine on the international wanted list and
imposing a status of persona non grata to foreign citizens in the
civilized countries.

This also concerns prosecution of all officials of state power
authorities and lawmakers of all levels who were involved in an attempt
to divide Ukraine and sponsoring of the said actions.

“The Interior Ministry has proposed that the articles of the Criminal
Code which punish for crimes linked to terrorism, offence against the
territorial integrity and national security of Ukraine, acts of
sabotage, high treason and espionage are expanded with such type of
punishment as seizure of property and pecuniary assets,” Avakov said,
adding that the ministry is asking to support its draft law by all
ministries and agencies and all lawmakers of Ukraine.

Avakov also said that the preliminary classification of groups of
persons who are to be punished with imposing of sanctions has been drawn
up. These are officials of state power and local self-government
agencies, lawmakers of local councils and members of parliament who
called for the division of Ukraine, promoted the organization of the
so-called referendum on May 16 and who help terrorist and separatist
action ns all over Ukraine; all “ministers” and other officials of
Luhansk People’s Republic and Donetsk People’s Republic who ran their
“posts” since April 6, 2014, heads and members of illegal armed groups
who act against the interests of Ukraine.

The list also includes all lawmakers of the Supreme Council of Crimea
who voted for the separation of Crimea from Ukraine, officials of state
power and local self-government agencies of Crimea which took the
active part in the organization and holding of a “referendum” on the
separation of Crimea from Ukraine. It is proposed that the list will
include representatives of mass media (both Ukrainian and foreign) who
are calling for separatism, organization of terrorists’ attacks and
armed conflict against legal Ukrainian authorities; officials, including
lawmakers of all levels of Russia and other states which call to have
war with Ukraine and call to violate its territorial integrity in
public, residents and nonresidents of Ukraine who sponsor terrorism and
separatism on the territory of Ukraine.
