You're reading: Government proposes return of state companies under law on public procurement

Kyiv, Apr. 11 – The law on public procurement will be again applied to companies in the structure of which the state's stake exceeds 51 percent, Prime Minister of Ukraine Arseniy Yatseniuk has said.

“We want to virtually eliminate the procedure of procurement from one participant in the form it existed when it was determined by the prime minister or the president,” he said, representing the bill in the parliament.

Yatseniuk noted that the government also supports the significant reduction of terms of public procurement by two or three times so that “schools, hospitals, kindergartens could quickly buy.”

In addition, the cabinet proposes to provide the public with the right to be present during public procurement, thereby strengthening public control.

At the same time, the premier proposed the provision on electronic trading be not included in the bill, as it has to be improved and its adoption might lead to the fact that it could be used to avoid transparent procurement procedures.

“Our goal is to make purchases transparent, open and competitive, corresponding to European standards,” added Yatseniuk.

Acting President of Ukraine, Chairman of the Verkhovna Rada Oleksandr Turchynov, in turn, noted that some deputies proposed the strengthening of the block of electronic procurement. In particular, there achieved the agreement to separately develop amendments with their urgent further adoption.
