The C.R.E.A.M. Europe PPP (Public Private Partnership) Alliance plans to start working in Ukraine and realize PPP projects in the healthcare sector, Head of C.R.E.A.M. Europe Zoran Jelic said at the conference entitled "PPP in Ukrainian Healthcare: Current Situation and Prospects" held as part of the 22nd Health Care 2013 Exhibition in Kyiv on Oct. 22.

“We’ve only just started working in Ukraine. We’ll open C.R.E.A.M. Ukraine in a month or two, and then we’ll start working. We’ll have a small project, for example, to create diagnostic centers,” he said.

Jelic said that C.R.E.A.M. could finance the project 100 percent, and the alliance is not restricting the cost of the project.

“We could finance it 100 percent. We’re not restricted by money. First we have to see how much the project costs, and then we’ll start looking for money,” he said.

Jelic said that the main problem of the realization of the PPP mechanism in the healthcare sector today is the absence of infrastructure to accompany the project.

“Now the main thing is that there is no infrastructure for the arrival of the money… This is the main thing. There is no shortage of money. There are investors with a lot of funds and they want to invest money in certain mechanisms, but they’re looking for infrastructure,” he said.

Jelic said that said the legal base for the development of PPP in the healthcare in Ukraine is a secondary thing.

“The main thing is the political will for the development of PPP in the healthcare sector,” he said.
