As part of the decentralization of architectural and construction control, the Ukrainian government has reduced the number of construction projects it approves by increasing the cost of projects requiring approval by the Cabinet to Hr 400 million, while previously, the government approved projects worth Hr 100 million and above.

According to the Ministry of Regional Development, Construction, Housing and Utilities Services, the corresponding resolution of the Cabinet of Ministers on amendments to the order of approving construction projects and performing expert examination was made at a Cabinet meeting on August 26.

The ministry noted that an obligatory expert examination of construction projects implemented with the use of budget funds and the funds of state and municipal enterprises, institutions and organizations, as well as loans under state guarantees, is established only for projects with an estimated cost exceeding Hr 300,000.

According to the ministry, these changes also provide for the approval of construction projects within a period of no later than three months from the date of receiving an expert examination report regarding the review of the relevant project documentation.

The ministry specified that the draft government decree was developed pursuant to law of Ukraine No. 320-VIII on amendments to some legislative acts of Ukraine concerning decentralization of powers in the field of architectural and construction control and improvement of urban legislation dated May 14, 2015.
