WASHINGTON - President Barack Obama will sign a package of Russia sanctions despite having concerns about the impact of the legislation, the White House said on Dec. 16. White House press secretary Josh Earnest said the bill grants Mr. Obama the "flexibility" he needs to deal with Russia and he will sign it when it arrives on his desk.
