WASHINGTON - The United States has accused Russia of violating two key arms control treaties. Under Secretary for Arms Control and International Security Rose Gottemoeller said at a congressional hearing on December 10 that Russia was in violation of the Intermediate-Range Nuclear Forces Treaty and the Treaty on Conventional Armed Forces in Europe.
