Contact these pro-presidential lawmakers and tell them to cancel libel law

After a storm of public criticism, a pro-presidential lawmaker said on Sept. 25 that he will introduce a resolution to cancel his proposal to imprison journalists and other citizens for defamation and slander.

However, lawmakers have not yet scheduled a vote on the resolution that would kill the draconian libel law supported by 244 members of parliament on Sept. 18. The yes votes came from the pro-presidential Party of Regions and their allies, the People's Party, the Communist Party and members of Speaker Volodymyr Lytvyn's bloc.

Two parliamentary sessions remain before a new parliament gets voted in next month: Oct. 2 and Oct. 16.

However, libel law author Vitaliy Zhuravsky has vowed to revisit the issue after the Oct. 28 parliamentary election.

In democratic societies, libel is not a criminal offense because governments believe in creating conditions in society for free speech to flourish.

Democracies make it difficult for public figures to win civil libel lawsuits. Even when these officials prevail in litigation, the punishment ranges from monetary fines to public apologies from the guilty party. Imprisoning journalists or imposing high fines has a chilling effect on free speech essential to democratic societies. 

Please contact the 244 lawmakers who voted in favor of the first reading of the libel law. (It takes two readings plus a presidential signature to pass legislation in Ukraine). Urge them to support the resolution to kill the draconian proposal and urge them to support the widest possible protections for free speech and freedom of the press in Ukraine.
