The OSCE plays a leading role in resolving the crisis in Ukraine, but the talks on the UN peacekeeping mission are a red herring, said Vitaly Churkin, Russia's Permanent Representative to the UN, reports the Russian publication Izvestia.According to Churkin, "The United Nations peacekeeping operation is not necessary in order to adopt a law on the special status of Donbas and the amnesty. Discussions by the Ukrainian side about this are a red herring," Churkin said.
