Restoring Ukrainian control over the country's border with Russia in Donetsk and Luhansk regions is the main condition for full implementation of the Minsk agreements, said Darka Olifer, spokesperson for the Ukraine's second president Leonid Kuchma, who represents Ukraine in the Trilateral Contact Group.

“Safety is key to resolving all problems of a political, humanitarian and economic nature. A lasting ceasefire, heavy weaponry removal and confirmation of this removal by the OSCE SMM [Organization for Security and Co-operation in Europe Special Monitoring Mission] – these first and key clauses of the Minsk agreements will not be fully implemented unless control over the Ukrainian-Russian state border is handed back to Ukraine,” she wrote on Facebook.
