You're reading: Klitschko asks Cabinet to urgently unlock Kyivenergo accounts

Kyiv Mayor Vitali Klitschko calls on the Cabinet of Ministers of Ukraine to ensure urgent unlocking of the public joint-stock company (PJSC) Kyivenergo accounts aimed to accidental situations at heat supply systems and electricity supply networks.

“Blocking Kyivenergo in the capital threatens termination of repair work at the heating and electric systems that could lead to accidents. We cannot allow urban residents to suffer because of the relationship of the national joint-stock company Naftogaz Ukrainy and the heating company. The government should urgently resolve the issue and ensure unblocking of the accounts of heat supply companies,” the press service of Kyiv City State Administration quoted Klitschko.

According to him, the mayor called on Prime Minister Volodymyr Groysman to immediately initiate a meeting of top leaders of the Ministry of Justice, Naftogaz Ukrainy, the metropolitan authorities and senior managers of the heat supply company.

“Due to inability to purchase materials in the capital, Kyivenergo ceased to make scheduled repairs nearly at 200 facilities. More than a thousand repairs of heating supply systems, in particular, emergency systems, are also under threat. I draw the government’s attention to the fact that as early as tomorrow in Kyiv the emergency crews of Kyivenergo may not be able to go for the elimination of emergency situations. The situation is similar today in most major Ukrainian cities,” the capital’s mayor said.

As reported, earlier Kyivenergo announced halting of emergency repairs of heat and electrical equipment due to the accounts arrest.

As the press service of the company reported, Kyivenergo has already quit purchasing materials and equipment for reconstruction, capital and current repairs of heating and electricity systems, heat sources and electrical substations, heating networks test trials, as well as the implementation of the installation of domestic heat meters program.

Due to the inability to procure materials and parts, Kyivenergo carries out repair works using emergency storage calculated for two weeks. In addition, because of the inability to pay for telecommunications services, all the phone lines of the company could be turned off, including the 1588 call centre.

According to the press service, since March 2016, the State Enforcement Service of Ukraine charged off Hr 51.500 million from Kyivenergo accounts when the company’s accounts were arrested. Charged funds of the accounts are used to repay the debt of Hr 372 million on penalties of Naftogaz Ukrainy for gas debts already paid in 2013-2014.

As of June 21, the long-pending effective debt to Naftogaz Ukrainy for heating and electricity enterprises for gas used for heat production is Hr 18 billion, where over Hr 2.6 billion is the debt for 2016.

Kyivenergo operates almost all energy facilities located in the capital, except for the combined heat and power Darnytsia station. Darnytsia power station owns 72.33 percent of Kyivenergo shares. Another 25 percent and 1 share of the company is owned by the state.
